Ride to Care supports transportation providers and drivers with the tools, trainings and contracts to provide a quality transportation service.
Our transportation providers work hard to get Health Share members to their appointments safely and on time. Every Ride to Care provider meets high standards for experience and safety.

Transportation providers offer different levels of service to best fit each member’s medical needs:
Curb-to-curb: The driver will meet the member at the curb of the pickup drop-off locations.
Door-to-door: The driver will meet the member at the door or front desk of the pickup location. The driver will escort the member to the door or front desk of the drop-off location.
Hand-to-hand: The driver will meet the member and their care team at the pickup location and will bring the member inside the drop-off location. The driver will stay with the member until someone from the member’s care team takes them the rest of the way. A personal care attendant, if available, can help do this service instead.
To make sure our rides are safe, Ride to Care transportation providers must meet or exceed standards set by the Oregon Health Authority, as well as other local government agencies. Transportation providers undergo criminal background checks and are subject to specific credentialing requirements.
Ride to Care drivers must:
Have a valid Oregon or Washington driver’s license
Have a satisfactory driving record and background check, with a review of each item done annually
The trainings our drivers must take include:
Defensive Driving
Passenger Assistance Training
First Aid
CPR
Bloodborne Pathogens Clean-Up Procedures
We work with transportation providers to make sure that each driver is also trained in:
Medicaid programs
Non-emergent medical transportation (NEMT) services
Use of the vehicle they drive, including road testing
Information privacy and security
Fraud, waste and abuse
Transportation services are provided only in vehicles that meet certain safety and comfort standards, such as featuring safety belts, fire extinguishers and first aid kits. The vehicles are smoke-free, sanitized, cleaned and free of debris.
Required vehicle documents include:
Vehicle registration
ASE inspection by a certified mechanic
Proof of insurance
All transportation providers are required to supply and maintain state and local permits and licenses. Each company must also maintain the appropriate insurance coverage and limits required by contract prior to beginning transportation services.
Transportation providers who pick up passengers within the city of Portland must carry necessary permits for their drivers, vehicles and companies. For permit information please visit: City of Portland's Transportation Program.
Transportation providers who provide specialized services, such as secure or ambulance transport, may be required to submit or show proof of additional training or licensure.
